Partnership To Bring New Affordable Homes to Transylvania County

Together with the Housing Assistance Corporation, we are partnering on the development of a Cashiers Valley Road Project, an affordable housing initiative that will bring 14+ new homes to families earning between 30% and 120% of Area Median Income. 

The project represents Housing Assistance’s first new home construction in Transylvania County, marking a major expansion of its decades-long mission to provide safe, affordable housing across Western North Carolina. 

Located on 7.1 acres contributed by the City of Brevard, the Cashiers Valley Road neighborhood will feature a mix of 3- and 4-bedroom townhomes and detached homes, all deed-restricted for long-term affordability. Construction is expected to begin in March 2026 and continue through December 2027, with a total infrastructure investment of $2 million supported by multiple partners, including Pisgah Health Foundation, Transylvania County, and anticipated HOME funds. 

“We are excited to grow beyond our home repair and disaster recovery work here in Transylvania County and to be able to build affordable housing as well,” said Meg Lebeck, CEO of Housing Assistance Corporation. “The City of Brevard, Transylvania County, and now Pisgah Health Foundation are helping us to get underway at pace, and we are incredibly excited for future homeowners here.” 

The project will be financed in part through a $1 million low-interest community impact loan from Pisgah Health Foundation, designed to catalyze local investment in the social determinants of health. The foundation’s investment aligns with its mission to promote the health and vitality of the region through targeted support for housing, food security, workforce development, and wellness initiatives. 

“Access to safe, stable housing is foundational to good health,” said Cara Bradshaw, Executive Director of Pisgah Health Foundation. “This partnership reflects our belief that affordable housing is healthcare—because when families have a secure home, everything else becomes more possible: financial stability, educational success, and overall well-being.” 

The Cashiers Valley Road development will build on HAC’s 35-year legacy of impact. The nonprofit has completed more than 210 affordable homes and manages over 370 affordable apartments across Henderson, Polk, and Transylvania counties. 

Through this partnership, the two organizations aim to strengthen community health from the ground up—ensuring that more residents of Transylvania County can live, work, and thrive close to home.
